Jeollabuk-do should have a mid-to long-term sports industry development strategy containing a paradigm shift from emphasizing sports welfare to strengthening sport industry. Cities and counties should plan and drive sports city promotion policies and, at the same time, nimbly react to a national project(fostering region specific sports cities)

It is expected that the ‘fostering region specific sports cities’ project, which is a national project, will select five cities and subsidize 5 billion korean won per year for five years including mid-term evaluation. Even though, detailed plan was not announced, it is expected that the Ministry of culture, sport, tourism will resume the similar selection process which ends in 1996 that designate two sports cities (Kangneung-si, Seogwipo-si). It is advisable to seek out local responsive measures by projecting detailed future plans based on existing projects.

In general, the local governments have jurisdiction in designation of sports city. However, local development strategies through sports in our city fall behind compared to other major metropolitan cities and provinces. So it should be responded jointly with other urban cities. Even before the announcement of public offering plan for the next year, appropriate research should be conducted in Jeollabuk-do to analyze the competitiveness of sports cities by 14 cities and counties and to present strategies such as finding specialized sports.

According to the project selection criteria in 2016, six cities and counties in Jeollabuk-do were eliminated from the first round, which has the criteria based on population. Emphasizing that the sports city policy should be based on the balanced development policy, cities and counties in Jeollabuk-do should work together to bring about the change in government’s selection criteria so that the cities with less than 50,000 people can also participate in the project.
