1. Purpose and Contents of the Study

○ The purpose of this policy study is to establish the basic direction, execution strategies, operating system, and field-specific implementation plans of a comprehensive food plan with a view to establishing a comprehensive food plan according to the Jeollabuk-do Basic Food Ordinance.

○ First, the key contents and tasks of previous studies on local food strategies are discussed, and government policy trends supporting local food plans are reviewed and applied as the main background for designing the plan.

○ Second, after reviewing the current situation of Jeollabuk-do’s key food resources and examining the current situation of the food plan of each city and county, the results are organized as the basis for designing the comprehensive food plan and establishing the execution strategies.

○ Third, the basic direction of the comprehensive food plan in Jeollabuk-do is established, and the strategy system to be executed as an administrative plan, consisting of the vision, goals, execution strategies, key tasks, and an execution system, is established and presented.

○ Fourth, field-specific key tasks are established according to the strategy system of the comprehensive food plan, and specific projects according to the key tasks are prepared specifically at the level of an implementation plan, and presented.

 

2. Conclusion and Policy Proposal

▮ Strategy System

○ Vision: Constructing a circulation system for local food that ensures healthy food for all residents

○ Goals: ①Strengthening the nature of being relevant to the public, ②Expanding the accessibility of food, and ③Establishing the execution power of food policies

○ Strategy System: Composed of seven execution strategies, 21 implementation tasks, and 69 specific projects in order to achieve the goals

▮ Key Tasks

○ When piecing together the policy implementation conditions (field + administration), the four key tasks were determined with a focus on contents most important in achieving the comprehensive food plan goals among the execution strategies and implementation tasks, with an emphasis on implementation and management.

○ ①Strengthening the productivity (organization, output, and items) of local food (raw materials and processed food), ②Expanding the public-type market (school, public, welfare, and direct transaction) and the nature of being relevant to the public, ③Strengthening residents’ understanding of food and ④Establishing the system’s capability to execute food policies
