1. Study Objectives and Methods

 ■ Research objectives

○ This research aims to propose policy directions and tasks in relation to Jeollabuk-do’s second Cultural and Arts Education Plan (2023–2027) initiated by the Support for Arts and Cultural Education Act.

○ Most of the arts and cultural education projects have been transferred to local areas in response to self-governance and decentralization. Jeollabuk-do should oversee policy development and business planning, which were formerly handled by the Ministry of Culture, Sports and Tourism. The province must also play a leading role in promoting policies on a metropolitan scale, expanding away from transferring projects to local governments.

○ In this context, this research will examine the autonomous foundations of art and cultural education according to the core elements of cultural autonomy—systems, finances, an execution plan, and self-governing capability—and will suggest strategies and tasks for each element that need to be addressed by the province in its new role.

 

■ ​Research methods

○ (Literature review) Academic resources such as research articles and reports on arts and cultural education, policy documents related to the Arts and Cultural Education Act, similar supporting policies, and other materials on culture and arts policies were reviewed.

○ (Stakeholder analysis) In-depth interviews were conducted with the stakeholders of arts and cultural education in Jeollabuk-do—officials, provincial support centers, cultural foundations, art institutes, etc.—regarding the evaluation of the first Jeonbuk plan and the tasks of the second plan. Based on the tasks that were drawn up, 30 relevant stakeholders were surveyed online twice about the direction of the second Jeonbuk plan and its crucial tasks.

○ (Consultation with relevant organizations) The final 25 tasks for the second Jeonbuk plan were confirmed through discussions about the project among concerned officials of the provincial support centers—the main responsible stakeholders—on the strategy and the 29 tasks that were refined after consulting with experts.

 

2. Conclusion and Policy Suggestion

■ Policy suggestions for supporting arts and cultural education

○ Following the second Cultural and Arts Education Plan, this research proposes three goals, nine strategies, and twenty-five tasks under the vision of "autonomous arts and cultural education with more residents of Jeollabuk-do” after examining the implementation of the first Jeonbuk plan, analyzing local situations and cases, and collecting opinions from the stakeholders.

○ Compared to the first Jeonbuk plan, this research expands into the policy scope as set by law—culture and arts, cultural heritage, cultural industries, etc.—and includes educational projects operated by the other departments in the second Jeonbuk plan. As the Ministry of Culture and Literature transferred major policies and projects to metropolitan cities and provinces, this research presents detailed tasks and execution plans considering Jeollabuk-do’s new role.

○ While the first Jeonbuk plan focused on a foundation of provincial autonomy, the second plan focuses on a foundation of local autonomy and subsequently discovers appropriate tasks. The second Jeonbuk plan also features: a comprehensive and integrated support system to give autonomy to local governments; financial goals for the planning period; subjects and tasks regarding province-specialized arts and cultural education, including cultural heritage education, disabled and foreign resident education, etc.; and the realization of the social value of arts and cultural education as one of the three goals. 

 

■ New roles for the province are required in accordance with cultural autonomy

○ In establishing and implementing the second Jeonbuk plan, it is important to recognize the new role of the province in accordance with cultural autonomy. Instead of implementing projects that are delegated by the Ministry without accounting for local situations, the province should discover and develop its own policies and tasks. In particular, because this is the first plan related to cultural autonomy, the focus should be on establishing the basis for the components of cultural autonomy, such as ​systems, finances, an execution plan, and self-governing capability.

○ Provincial support centers should focus on providing an educational environment and building foundations that link with local governments in accordance with cultural autonomy and not simply outsource or manage projects on their own. Jeollabuk-do should change its perspective on support centers and support them accordingly; support centers should also perform the functions required in this new environment.​​​
