Jeonbuk State Youth Population Expansion Plan: With a Focus on Female Youth

○ Due to low birth rates, aging populations, and youth exodus, Jeonbuk State is increasingly at risk of becoming a deserted area. Given that the proportion of female youth is below the national average, it is vital to address this issue. Establishing an environment that attracts young people must be accompanied by providing job opportunities to augment their population. Plans emphasizing Jeonbuk’s distinctive charm through regional branding, community revitalization, and startup support were examined as methods to accomplish this objective. 

○ Jeonbuk's youth population is rapidly diminishing, with a more pronounced decline among females. The population of young people in Jeonbuk is rapidly declining, particularly among females. As of 2023, there is a persistent exodus of young people, as the outflow of population surpasses the inflow. The female youth population predominantly migrates to major adjacent cities for employment and education, with a notable exodus of individuals in their twenties. 

○ The primary factors contributing to the female youth exodus encompass enrollment in a metropolitan university, insufficient employment prospects within the locality, and a dearth of growth opportunities. Jeonbuk’s deficiency in cultural, medical, and transportation infrastructure diminishes its competitive advantage compared to big cities. These factors pose significant challenges for young people seeking to settle in Jeonbuk.

○ This study proposed the following policy measures to address the issue and facilitate the settlement of young females in Jeonbuk:

1. Promotion of job creation and startups: enhanced initiatives to support startups and job creation, improvement of workplace cultures, and introduction of workcation projects for the female youth

2. Improvement of settlement conditions: reinforcement of housing support, resolution of public transportation issues, and expansion of pediatric services

3. Enhancement of education and capabilities: enticing youth to settle in the region by strengthening ties between universities and local communities, as well as enhancing occupational education and training opportunities

4. Promotion of welfare and culture: implementation of diverse leisure activity support programs and creation of a space for pop-up store experiments to improve youth consumption conditions

5. Revitalization of youth communities: development of communities for communication and cooperation and implementation of branding strategies to boost identity

Jeonbuk is expected to provide a sustainable environment that enables female youth to pursue diverse dreams, enhance regional sustainability, and overcome the extinction crisis through these measures.
