○ With the rural population aging and decreasing, seasonal foreign workers, who could can be employed for a maximum of 8 months, has alleviated the labor shortage in the agricultural areas. The unauthorized departure of workers has raised social concerns and, furthermore, there’s a growing negative perceptions towards seasonal laborers. As Jeonbuk prepares for its transition into Jeonbuk Special Self-Governing Province, it is essential to explore ways to activate seasonal workers program by maximizing the autonomy of the Jeonbuk governor. We need a Jeonbuk Seaonal Foreign Worker System to facilitate workers’ legal and stable long-term residence within Jeonbuk; and, the program contributes to alleviating the shortage of agricultural labor and enhancing vitality in rural areas.
○ The Jeonbuk Special Self-Governing Province model for foreign seasonal workers involves empowering the Jeonbuk governor to implement the program. This program would allow diligent seasonal workers(E-8) to change ther residency status to an employment permit(E-9) in rural areas.
○ Before their reemployment, seasonal workers would participate in a 3-month educational program to improve their Korean language proficiency and skills. Outstanding performers would then transition from the Seasonal Workers(E-8) program to the Employment Permit(E-9) visa. The governor, upon recommendation ti the Ministry of Justice, could facilitate this transition for qualified seasonal workers. This program is expected to contribute not only to alleviate the agricultural labor shortage but also to revitalize local enconomies through attracting an active workforce and population growth. Additionally, it aims to enhance Jeonbuk rural living condition through the development of rural infrastructure and create rural job opportunities by training instructors for educational program targeting foreign laborers
