The government is actively driving the legislation (Data Industry Law, Industrial Digital Transformation Law, etc.) to materialize the data economy by promoting the collection and utilization of data, which is considered as great capital in the future.

The domestic data market continues to grow, but regional imbalances are very high. The capital areas(Seoul, Kyunggi, Incheon) and 7 metropolitan cities(Seoul, Busan, Daegu, Incheon, Gwangju, Daejeon, Ulsan) are accounted for 81%, 75% of the domestic data market, respectively.

In order to resolve regional imbalances in the data industry, it is necessary to establish a balanced national development policy for the data industry, focusing on the major provinces.

According to the analysis, in Jeollabuk-do, the data companies occupy 7.3% of ICT/SW companies in numbers and 7.61 public data disclosures cases per data company. Both results ranked the 6th in the nation, respectively.

Jeollabuk-do also has industrial data resources such as commercial vehicles, special vehicles, and renewable energy, and it also has big data centers in each field such as LX AI big data analysis centers, finance, fire fighting, and smart farms. Thus, it is feasible to foster jeollabuk-do specific industrial data industry

Accordingly, this issue briefing presented three measures for the government to promote balanced development policy of the locally led data industry.

First, Jeollabuk-do should be established as an independent area in the five-pole three-special wide area system, and an jeollabuk-do specific industrial data mining hub such as commercial vehicles, agricultural machinery, food and renewable energy should be established.

Second, it is necessary to establish a local-specific industrial digital transformation cooperation support center so that local industrial data can be created, traded, and utilized to strengthen the local companies’ data transformation and utilization capabilities.

Third, it is necessary to create an environment that can establish locally led data industry policies by including specific local roles in the national data industry promotion master plan.
