1. Study Objectives and Methods

▮Research objectives

○The Ministry of Land, Infrastructure, and Transport has established the second National Transport Master Plan (2021–2040) to construct an efficient national transportation system since the first 20-year comprehensive plan has expired. At the Jeollabuk-do level, long-term policies and plans for infrastructure development and transportation enhancement should be included in the second plan.

○In this study, we will examine the interrelated plans and operations of national transportation facilities and thereby, suggest long-term infrastructure development plans and transportation policies for Jeollabuk-do to efficiently adapt rapidly diversifying complex transportation situations of the future.

○The National Transport Master Plan is the most comprehensive, long-term, and highest-level legal plan in the transportation sector established by the central government. However, no plan can maintain regional consistency. Therefore, the purpose of this study is to ensure the overall consistency and systematization of Jeollabuk-do's transportation policy.

▮Research methods

○General status and socioeconomic indicators (population, households, number of workers, number of vehicles registered, etc.) and traffic conditions analyses (socioeconomic factors, science and technology factors, global factors, traffic problems, etc., in Jeollabuk-do)

○(Review of the National transport master plan) To examine the first National Transport Master Plan's performance and limits, and the second National Transport Master Plan's vision and objective direction.

○(Proposal for Jeollabuk-do's long-term infrastructure development and future transportation policies) To determine the direction of long-term infrastructure development plans and future transportation policies with regard to Jeollabuk-do via a review of the city’s general status and traffic conditions, and the second National Transport Master Plan.

 

2. Conclusion and Policy Suggestion

▮Vision for the Future

○The long-term direction of infrastructure development and transportation policies for Jeollabuk-do is determined as "Implementation of J-mobility enjoyed together" based on the review of the second National Transport Master Plan (2021–2040),  and related higher- and regional-level plans that take regional conditions in Jeollabuk-do into consideration.

▮Defining Objectives

○(Defining the top five objectives) On the completion of the project execution plan for building major roads and railroads in Jeollabuk-do, a new direction for long-term infrastructure development in Jeollabuk-do would be suggested. 

○(Transportation network for balanced national development) (Linkage within Jeollabuk-do) Establishing road and railroad networks in Jeollabuk-do to improve the local economy, tourism connections, and resident mobility. (Linkages to wider areas) Establishment of wide-area road and railroad networks that could support balanced national growth and maintain East-West harmony by establishing a national link to Jeollabuk-do. 

○(Creating a public transportation environment that can be accessed at any time and from any location) (Gangso Region) Setting up a public transportation network in central cities to make use of public transportation easier and, thus, improve the local economy. (Infrastructure for public transportation) Building more public transportation infrastructure in areas that have difficult accessibility are hard to reach or don't have any public transportation to secure equity in public transportation. 

○(Expanding environmentally friendly, technologically advanced mobility) (Environmentally friendly transportation network) Expanding environmentally friendly public transportation, such as a wide-area bus rapid system (BRT) based on hydrogen buses. (Future transportation) laying the groundwork for a future mobility ecosystem that would include next-generation autonomous wide-area shuttles and urban air mobility (UAM) routes. 

○(Realizing a society with safe and nondiscriminatory transportation) (Improving safety)  Enhancing road safety by establishing a route that deviates from the Fifth National Highway and National Map Construction Plan. (Resolutions for low traffic areas) realizing a society with nondiscriminatory transportation by implementing demand-responsive transport (DRT) in low-traffic areas. 

○(Global transportation network connecting continents and seas) (Eurasia) Establishing a railroad network to become a Northeast Asian transportation hub on the Korean Peninsula. (Global infrastructure) Establishing a basis for transportation operations to link continents and seas, which is essential in this globalization era.
