​1. Study Objectives and Methods

▮Research objectives

￮The purpose of this study was to suggest contents and methods that suit local conditions as the Jeollabuk-do Job Creating Project Customized to Local and Industrial Needs, implemented from 2013 with the aim of developing human resources that satisfy industrial demands according to region, was transferred to local regions in 2022.

￮To meet this study's purpose, the operational challenges and content issues of the project up to now were examined, and a direction for the project's policy objectives, project details, and standards for project selection and performance evaluation was suggested.

▮Research methods

￮In this study, the operational status was analyzed, surveys and interviews of operating institutions and managers were conducted, and the best practices of the project in 2022 were investigated.

￮The surveys and interviews were conducted by receiving opinions on the current job status and issues, operational difficulties, level of cooperation and networking with other institutions, tasks for project improvement, etc. 

￮The best practices were examined by investigating regions with traits and circumstances similar to those of the Jeonbuk region that were suggested as best practices in assessments carried out by the Ministry of Employment and Labor, taking into account elements of project selection and performance evaluation.

2. Conclusion and Policy Suggestion

￮The project should be improved in the ways listed below.

￮First, in terms of project selection, the responsibility of the cities and counties must be increased so that the project plan is established under their leadership and the project is planned in consideration of the region’s capabilities and characteristics. 

￮Second, in terms of project operation, the connection with national and local government policies must be enhanced and the project must be strengthened to become a lengthier project.

￮Third, in terms of profitability, the evaluation index must be supplemented, and the evaluation results and the project selection of the following year must be connected to improve the efficiency of the project. ​
