1. Study Objectives and Methods

▮ Research objectives

○Jeollabuk-do executed the “Establishment of Regulations” (2016) and “Policy Project” (from 2017) for native crops, and by the conclusion of the comprehensive plan planning period, the “Second Comprehensive Plan for the Conservation and Nurturing of Native Crops” must be formed.

○The objective of this study is to create a comprehensive five-year plan for Jeollabuk-do's native crop conservation and nurturing efforts based on the “Ordinance on the Conservation and Nurturing of Native Crops.”

▮ Research methods

○Prior research and policy research reports on native crops or seeds published in Korea or elsewhere were analyzed, and data for significant policy projects on native crops were evaluated.  

○Through advisory conferences for native crop or seed specialists and activists, surveys aimed at the main field agents in charge of policy projects and real activities for native crops, etc., the direction, strategy, etc. for the tasks for improvement and comprehensive plan were established.

2. Conclusion and Policy Suggestion

❚ Strategy System

○Vision: Building a base for action and creating favorable social conditions for local crops in Jeollabuk-do

○Goal: Strengthening the development of resources, expanding cultivation and supply, and establishing an action system for native crops

○Creating a consistent system for conserving and nurturing native crops and seeds with "6 Major Tasks" and "15 Detailed Projects."

❚ Major Tasks

○(Development & Management) Strengthening the development and management of native seeds: The conservation and nurturing of native crops begin with actively developing and managing native seeds that have been passed down and conserved locally in each region.

○(Supply & Cultivation) Increasing the cultivation and supply of native crops: To increase the cultivation and supply of native crops, it is essential to set up a supply chain for farms, encourage cultivation activities that link cities with agriculture, and develop direct producer support programs.

○(Organization & Main Agents) Promoting private organizations and activities: To overcome the limitations of direct administration projects (investigation & development, seed gathering & proliferation, supply & expansion), it is important to manage the main agents that execute policies by promoting the voluntary activities of private organizations.

○(Use & Connection) Utilizing native crops and tying them to regional foods: As important regional foods, consumer accessibility of native crops after harvest (sales & food) was actively increased in consideration of consumer preferences.

○(Social Conditions) Increasing opportunities to learn about native crops and hands-on activities: To gain social acceptance for the conservation and nurturing of native crops, favorable social conditions were developed through classroom instruction, hands-on activities, and farmer education.

○(Implementation System) Establishing an implementation system for native crop policies: "Effective Results Through Cooperative Governance" was developed by participants and professionals working at agricultural sites and policy stages for the conservation and nurturing of native crops.
