1. Study Objectives and Methods

○Residential environments could be improved through redevelopment or reconstruction projects in deteriorated residential areas that meet conditions for a large-scale renewal project. However, areas where these conditions are not met have been excluded from residential environment improvement policies due to the absence of appropriate renewal techniques and real estate market effects.

○Small-scale housing development projects have been introduced to complement large-scale ones and improve the living environment in deteriorated residential areas. Therefore, the number of such projects is increasing in Jeollabuk-do, and there is a need to establish policies and management strategies based on the current state analysis.

○Procedures are expedited by skipping certain project steps, like preliminary development planning, and architectural standards are relaxed in order to systematically assist small-scale housing construction projects.

○However, due to the characteristics of outdated downtown areas and small-scale housing development projects, which typically involve economically vulnerable residents and have small project scales, it is challenging to achieve profitability, resulting in a slow progression of the projects.

○Therefore, this study aims to propose political measures for the smooth implementation and management of small-scale housing development projects by understanding the current status of the projects in Jeollabuk-do and the problems that arise during their implementation.

○This study encompasses characteristics of the current status of small-scale housing development projects based on a literature review, statistical data analysis, and a spatial analysis of the geographic distribution of project areas, focusing on housing improvement projects in a city block and small-scale reconstruction projects.

○This study proposes political measures for supporting and managing small-scale housing development projects in Jeollabuk-do based on the identification of difficulties encountered on the project sites through an interview with the head of development sites and the investigation of project implementation case studies in other regions.

 

2. Conclusion and Policy Suggestion

○As for the small-scale housing development projects in Jeollabuk-do, the average site area is 6,814㎡ for housing improvement projects in a city block and 5,858㎡ for small-scale reconstruction projects, indicating their small scale. On average, 149.6 households are involved in housing improvement projects in a city block and 72.6 in small-scale reconstruction projects.

○Regarding the spatial characteristics of small-scale housing development projects, they are mainly concentrated on outdated downtown areas developed through land partitioning and consolidation projects in the 1960s and 1970s and apartment complexes formed through land development projects in the 1980s and 1990s.

○In particular, housing improvement projects in a city block are mainly concentrated on residential areas located on the outskirts of commercial areas in an outdated downtown. This is due to the regional characteristics of outdated downtown areas and market-economic characteristics based on development pressures and possibilities for low-rise residential areas formed in commercial areas with large development capacities. 

○As most participants in small-scale housing development are elderly and economically vulnerable, their understanding of the projects is relatively low. Moreover, the low profitability caused by the reduction in project area resulting from voluntary debt contributions on small-scale project sites makes it challenging to select a construction company, and obtaining funds to prepare for projects before establishing a cooperative is difficult.

○For the efficient implementation and administration of small-scale housing development projects in Jeollabuk-do, the establishment of project implementation infrastructure, financial support, project assistance, and management support have been identified as challenges.

○To establish a project support infrastructure, a support center for the Jeollabuk-do small-scale housing projects can be installed and serve as an overall project support control tower. Also, a project manual is created and distributed to increase understanding of the projects, and relevant ordinance amendments are proposed for various policy supports.

○Project viability analysis and preparation funds are supported, and urban and residential environment improvement funds are established as a financial source that can be utilized as a subsidy for small-scale housing development projects.

○The proposal includes supporting projects by organizing project briefing sessions and exploring project and financial models specific to Jeollabuk-do, as well as providing management planning support for comprehensive small-scale housing development at the level of living areas.
