A regional strategy aimed at promoting Jeonbuk as a hub for location-based “K-cultural immersion and nature exploration” content to effectively navigate population decline and foster contents tourism

○ Although Jeonbuk has delivered various high-quality immersive content, its adoption of a public offering method for commissioning services has led to frequent changes in service providers (private companies), imposing challenges on content operations and upgrades. Furthermore, the prevalence of one-time initiatives (event-driven projects) explicitly encouraged by local governments has resulted in only a few immersive content pieces lasting beyond the event period. 

○ Against this backdrop, it is imperative that Jeonbuk leverage unique locations (e.g., natural and cultural heritage, ecological landscapes, historic sites, and symbolic spaces and facilities) to develop “K-immersion” content that incorporates immersive technologies into Jeonbuk’s heritage and landscapes. Therefore, Jeonbuk must establish a public–private cooperative business group or an organization resembling an entity funded by the city or county to prolong the useful lives of content categories, thereby ensuring their accessibility whenever required.

○ In order to realize the cultural vision of revitalizing heritage tourism, digitizing cultural heritage, and nurturing specialized content industries, Jeonbuk must take on creative initiatives that will allow it to develop into a center for K-immersion content that combines cutting-edge technologies with heritage landscapes.

○ (Project 1: Immersive Experience on Seonyu Island) The Gogunsan Archipelago will develop as a center for K-immersion in tandem with the construction of a marine leisure experience complex, utilizing marine heritage tourism content that leverages cutting-edge technologies such as AR monorail, interactive supertrees, and enormous media walls. 

○ (Project 2: K-Culture Live Park, Hanok Village) The must-visit Jeonju Hanok Village, which epitomizes Korea’s history, cultural resources, landscapes, and creative activities, will become a testbed for K-immersion content. The ultimate goal of this project is to develop the village as the world’s leading destination for tourists who are keen to seek exposure to Korean immersion. 

○ (Project 3: K-HeritaScape, Media Art) This project will combine World Heritage Sites in Jeonbuk, representative city/county heritage (natural, cultural, and mixed heritage), and the region’s unique landscapes and stories to develop sustainable K-immersion content. 

○  (Policy recommendations) First, as a precondition for embodying Jeonbuk’s cultural vision, “A Hub for K-Culture, Sports, and Tourism Industry,” a comprehensive plan to promote Jeonbuk as a center for K-immersion content must be formulated. Second, projects 1 and 2 must be pursued as national projects. Third, the organization of a business group is necessary to ensure the viability and sustainability of K-immersion content. Last, regulatory flexibility (e.g., application of special cases) needs to be achieved to facilitate the production of heritage-based K-immersion content.
