1. Study Objectives and Method

▮ Research Objectives

○ Projects utilizing cultural heritage, where the scope of utilization was previously limited to the preservation of cultural heritage, are growing, These projects include a variety of activities, including cultural regeneration and product development, as well as the promotion of local cultures and the stimulation of local economies through active utilization of their cultural heritage.

○ The development of cultural convergence products utilizing cultural heritage is significant in terms of the preservation and promotion of cultural heritage, creative product development through cultural convergence, local economic revitalization, job creation, cultural exchange, and the stimulation of tourism.

○ This study presents a plan for creating innovative products that harmoniously combine traditional and modern elements and reflect diverse values, including the preservation and promotion of cultural heritage.

▮ Research Method

○ Two focus group interviews were conducted with representatives of companies from Jeollabuk-do's cultural heritage industry. They provided information on the current state of affairs and its challenges. Written responses were used to determine policy implications.

○ The direction for the commercialization of Jeollabuk-do's cultural heritage was determined through consultations with professionals from a variety of fields including the traditional culture industry, the general culture industry, content industry, history, and business start-ups.

○ The types of development of cultural convergence products utilizing cultural heritage were sorted through the categorization of projects related to the cultural heritage industry and other relevant industries. Additionally, similar domestic and overseas cases were analyzed by type to deduce policy implications.

2. Conclusion and Policy Suggestion

▮ Implementation Strategy by Stage

○ A virtuous circulation system in which new demand is created and reinvested in through a step-by-step implementation strategy is necessary. This must include the establishment of a foundation, and the planning, development, production, and marketing of cultural convergence products utilizing the cultural heritage of Jeollabuk-do.

○ The establishment of a Jeollabuk-do cultural heritage promotion ordinance focused on the formation of a system and infrastructure, as well as the construction of a Jeollabuk-do traditional culture industry support center that would offer support to the entire traditional culture industry, including cultural heritage, are proposed.

○ For the planning stage, support for the increasing demand for Jeollabuk-do cultural heritage and the creation of a Jeollabuk-do cultural heritage convergence industry fund are needed.

○ For the development stage, the commercialization of cultural heritage, training of professional staff, and the support to connect the two areas are needed.

○ For the production stage, a project that provides an early start-up package and fostering of businesses through accelerator matching to assist start-ups that produce cultural convergence products are proposed.

○ For the distribution and marketing stage, strategic promotions and marketing tailored toward businesses, and the promotion and support of consumption stimulation are needed.

▮ Implementation Strategy by Type

○ A preceding project where suppliers or manufacturers of cultural convergence products can understand the value of such products is necessary for the development of cultural convergence products based on historical value.

○ The selection of Jeollabuk-do’s cultural heritage focus areas centered on previous projects, and the selection of focus tasks by type based on shared cultural heritage values are necessary.

○ As an overall project to provide support according to type, the selection of key promotion areas of Jeollabuk-do related to cultural heritage convergence products, basic knowledge education on cultural heritage, support for collaborations to produce contents for products utilizing cultural heritage, Jeollabuk-do cultural heritage storytelling contests, and an international cooperation project for designs based on cultural heritage are proposed.

○ As a type-specific implementation strategy, the establishment of a Jeollabuk-do hanbok content promotion center (clothing), Jeollabuk-do cultural heritage-based arts and crafts contests (crafts), the creation of an attraction where people can have a world heritage-based healing experience (hands-on activity), and the stimulation of local cultural heritage tourism using cutting-edge content (content) are proposed.​
