□ Necessity of well-designed job creation policies

◆ There is a growing awareness of the need for quality jobs that facilitate decent living standards.

◆ The government is promoting comprehensive job creation initiatives, such as strengthening the national employment safety net, creating smart and safe workplaces, and supporting workplaces that emphasize work–life balance.   

◆ Jobs are the main reason for youth migration, and job seekers prioritize job quality. 

◆ In this issue briefing, we aim to examine the current status of quality jobs in Jeonbuk State and present feasible policy tasks that focus on creating better jobs in the region.

□ Current status of quality jobs in Jeonbuk State

◆ The number of quality jobs that satisfy all the criteria for wage level, working hours, and employment stability was 157,181 as of 2023, accounting for just 16.4% of the total number of jobs in Jeonbuk. 

◆ The figure represents an increase of 63,857 quality jobs compared to the 93,325 jobs recorded in 2013. Jeonju saw the largest increase in the number of quality jobs over the past decade. 

◆ The criterion-specific breakdown of quality jobs in Jeonbuk State as of 2023 is as follows:

●  Employment stability: 447,769 jobs, accounting for 46.7% of the total number of jobs 

● Wage level: 499,312 jobs, accounting for 52.0% of the total number of jobs

● Working hours: 623,053 jobs, accounting for 64.9% of the total number of jobs

□ Jeonbuk State’s policy directions 

◆ It is crucial to formulate a “regional employment master plan” and develop systematic support measures to not only increase the number of jobs but also enhance job quality.

◆ Additionally, it is necessary to conduct a “comprehensive job market survey” to identify Jeonbuk residents’ perceptions of what constitutes a quality job. 

◆ A dedicated organization must also be established with a focus on quality job creation projects, job matching for job seekers, networking with employment service agencies, and continuous business monitoring. 

◆ To foster a favorable environment for quality job creation, relevant ordinances should be enacted and corresponding policies should be proactively pursued.
