The policies of relational population for revitalizing Jeollabuk-do rural areas

○ As the rural area’s population is rapidly decreasing, Ministry of the Interior and Safety announced 89 ‘Population Declining Regions’ in October 2021. There are 10 regions in Jeollabuk-do. The central and local governments have pursued population policies, but there are some limitations on immediately increasing population through enhancing life services and the quality of community life.

 

○ In 2021, Jeollabuk-do came up with a plan on how to revitalizing rural areas by ‘relational population’: a population is related with regions in a variety of ways. The plan included 1) coexistence civilization, rural-urban linkage, 2) becoming the urban dweller’s area of interest, their participation into enhancing the quality of rural areas, 3) providing information tailored to the interests of city residents. 

 

○ Because the plan focuses on building the relation between the urban population and rural regions, it is not sufficient to deeply develop the city residents’ interest and participation in rural communities. It proposed the second plan which is divided into three steps: ‘building the relation,’ ‘developing the relation,’ and ‘activating the relation.’

 

○ ‘Building the relation’ is city people’s the first relation with rural regions through rural tours, rural experience, rural-urban exchange, and so on. 

 

○ The next, ‘developing the relation’ is city people’s involvement in the relation with rural areas, including living in Jeonbuk, worcation in Jeonbuk, establishing a relationship with hometown-loving donators, and so on. For example, 'worcation in Jeonbuk' would offer city residents a complex space for working, taking a rest, and sightseeing.

 

○ ‘Activating the relation’ is city people’s deeply socioeconomic participation into rural community activities, such as working holiday in Jeonbuk, saeng-saeng village academy, Jeonbuk innovation space and so on. To enhance city people's a sense of community, rural communities provide them with a chance of contributing to socioeconomically activate the communities by their cooperation and interaction between city people and community members.
