1. Study Objectives and Method

❚ Research Background and Purpose

○ Cities occupy about 2% of the Earth's surface but are home to 56% of the world's population and key players in climate change, emitting 75% of the world's greenhouse gases. Therefore, cities’ greenhouse gas reduction policy can be considered a top priority for achieving carbon neutrality in terms of effectiveness.

○ This study aims to explore a suitable model for Jeonbuk State through laws and systems for cities, which are key spaces for working on carbon neutrality, and domestic and international cases, and to derive policy tasks for achieving the goal of a 'carbon-neutral green city'. This way, the research would establish a foundation for creating 'carbon neutral city' of Article 29 of the Framework Act on Carbon Neutrality and Green Growth for Coping with Climate Crisis and 'bioeconomy carbon-neutral city' of Article 91, Paragraph 1 of the Special Act on the Establishment of Jeonbuk State and Creation of a Global Bioeconomy City.

❚ Research Scope and Method

○ We investigated and analyzed previous research on creating carbon-neutral green cities, domestic and international policy trends, related laws, systems, and projects, and analyzed domestic and international city mode cases. By implying the case analysis, we set goals for creatingl Jeonbuk-type carbon-neutral green cities and derived strategies for implementation and detailed tasks.

○ We researched literature, interviews with relevant parties, and other resources to derive the aforementioned strategies. In addition, we discussed with experts on establishing desirable urban forms and solutions for urban development and detailed tasks. Finally, we aimed to present mid- to long-term policy tasks necessary for creating carbon-neutral green cities suitable for the regional characteristics of Jeonbuk State and 14 cities and counties.

2. Conclusion and Policy Suggestion

❚ Carbon-neutral green city concep  

○ We proposed the concept of a carbon-neutral green city, which includes carbon-neutral city based on the Framework Act on Carbon Neutrality and bioeconomy green city based on the Special Act on the Establishment of Jeonbuk State. In addition, considering the characteristics of 14 cities and counties, the spatial concept was not limited to cities and could promote regional economic activation through the realization of the concept.

○ Accordingly, a carbon-neutral green city was defined as ‘a space where carbon-neutral green growth is spatially realized by actively utilizing carbon-neutral-related plans and technologies.’

❚ Detailed tasks for creating a carbon-neutral green city

○ We proposed detailed projects for each of the three promotion strategies

○ [Strategy 1] To establish the foundation, we continued consulting on the basic plans for basic local governments and proposed a designation system for creating Jeonbuk-type carbon-neutral green cities. In addition, we proposed to establish a carbon-neutral green city promotion system, such as carbon-neutrality support organizations, ordinances, and committee composition, to provide regular information on the carbon-neutral integrated platform construction and policy projects by departments and continuously support public offerings.

○ [Strategy 2] To secure sustainability, we derived carbon-neutral green city evaluation indicators and feedback systems, basic plans and implementation evaluations, education for change awareness and voluntary participation, community-leading projects, resident-led city development programs, such as energy self-sufficient villages, and multi-stakeholder city development programs.

○ [Strategy 3] Projects to build the cooperative system include participation in domestic and international carbon neutrality agreements, such as GCoM and ICLEI; launching the Jeonbuk Carbon Neutral Green City Council, including a network of carbon neutrality policymakers, and disseminating advanced best practices through regular festivals, such as the carbon-neutral green city festival.
