1. Study Objectives and Method

❚ Research Background and Objectives

○ Since its designation in 2015, the Jeonbuk Innopolis area has witnessedthe establishment of 143 research institutes and 19 high-tech companies by December 2020. Notably, the number of overseas patents has tripled, and Korean patents have doubled compared to the figures in 2015, demonstrating that the Innopolis area acted as a key policy measure in fostering the establishment and attraction of new companies in the region. 

○ The Jeonbuk Innopolis area includes 3 zones and 11 sites. With theexception of the ongoing development of the stage 3 eco-friendly high-tech industrial complex, specifically the carbon fiber specialized complex, all other zones have been fully developed. However, these zones are currently facing spatial limitations in accommodating research institute  companies and providing the necessary support for their future growth. Therefore, a new space must be designated for the Jeonbuk Innopolis area.

○ This study examines the necessity for expanding and modifying the spaceof the Jeonbuk Innopolis area and determines potential locations and directions for the spatial expansion and modification.

❚ Research Scope and Method

○ This research focuses on the spatial expansion of the Jeonbuk Innopolis area. It is recommended that a separate study be conducted to discuss specific measures for promoting the Jeonbuk Innopolis area.

○ In order to accomplish the purpose of this research, an assessment was conducted to determine the need for expanding the Jeonbuk Innopolis area.

○ The final candidate location, the implementation process, and other relevant aspects were presented by referring to the experiences of other local governments that have successfully expanded the space of their Innopolis areas.

2. Conclusion and Policy Suggestion

❚ Conclusion

 After conducting a comprehensive analysis of the demand for designating an Innopolis area, evaluating sites necessitating policy expansion, and reviewing cancelled sites, it has been determined that approximately 16.7% of the current Jeonbuk time. 

Innopolis area requires additional allocation at this 

○ If 2.29 ㎢ of the existing area of the Jeonbuk Innopolis area (16.09 ㎢) is cancelled and an additional 4.99 ㎢ is allocated, the existing site will be expanded by 16.7% to a total area of 18.8 ㎢.

○ The current designation of "Agricultural Conversion Base Zone 2" should be reconsidered, as it may not accurately reflect the specialized nature of Wonkwang University (specializing in green bio), the Korea National Food Cluster, and the Green Bio Venture Campus, which are all focused on agriculture. In addition, it is imperative to assign a distinct name for the lower-level local government in each zone, considering the broad coverage area of the province. 

○ The nomenclature for each zone can be assigned in connection with themodification of specialized industries, such as the high-tech material and component conversion base zone, the green bio R&D base zone, and the green bio investmentpromotion zone.

○ Regarding the spatial expansion of the Jeonbuk Innopolis area, the key issues seem to be the distance between sites, site management, the effectiveness of the specialized zone designation, and the proposed area of expansion, with justifications provided for each issue.

○ Four alternative responses for Jeonbuk's consideration were also proposed in the event that spatial expansion is designated in the future, but the relevant government department imposes limitations on the allowable expansion area, restricting it to either 15% or 10%

○ In addition, the development plan for the spatial expansion of the Jeonbuk Innopolis area was presented, outlining directions for future growth and connectivity.

❚ Policy Proposa

○ Presented as future tasks are the establishment of an overall development plan for the Jeonbuk Innopolis Area established in 2015 according to the direction of the spatial expansion of the Jeonbuk Innopolis Area, analysis of the land use plan to calculate the exact area according to the space modification, gathering of opinions from companies in the province regarding spatial expansion and arranging of public hearings, setting of the direction of the mid- to long-term spatial expansion, and assignment Province.
