❚ Research Background and Goals
○ During the current industrial transition characterized by changes in domestic and international as well as regional industrial policies, the crucial role of industrial workforce policies in supplying labor forces to the right places at the right times becomes all the more important.
○ However, Jeonbuk State’s industry-specific workforce cultivation policies and projects have been pursued simply to meet corporate short-term field workforce needs rather than promote regional industries and nurture a highly skilled industrial workforce from a long-term perspective.
○ These stopgap measures leave significant room for improvement; they have failed to cultivate the competent industrial workforce across wide-ranging industrial sectors needed to empower Jeonbuk to proactively cope with rapidly changing economic and industrial environments and secure the sustainable competitiveness of its regional industries and companies.
○ This study aimed to analyze the current status of industry-specific workforce cultivation in Jeonbuk and develop mid- to long-term policy roadmaps in the context of talent development and regional industry revitalization.
❚ Research Methods
○ To present the policy direction of Jeonbuk’s industry-specific workforce cultivation and related strategic tasks, we examined the workforce cultivation policies and projects promoted by the central and Jeonbuk governments, analyzed best cases in domestic and international workforce cultivation policies, and reviewed Jeonbuk’s current industry-specific workforce cultivation projects.
○ Additionally, targeting companies participating in Jeonbuk’s customized workforce cultivation projects, we conducted a survey (from December 20, 2024 to January 13, 2025) on effective project promotion and regional mid- to long-term customized workforce policies using a structured questionnaire.
2. Conclusion and Policy Suggestion
❚ Jeonbuk’s Policy Roadmaps Toward Industry-Specific Workforce Cultivation
○ In this study, we analyzed trends in workforce cultivation policies of both the central and local governments, workforce cultivation cases at home and abroad (Quick Start in the US, TAFE in Australia, SPARC and COC+R in Japan, HuStar in Daegu and Gyeongbuk, and Regional Industry–Academia Partnership in Busan), and Jeonbuk’s current industry-specific workforce cultivation specifically pursued by industry–academia collaboration programs, and we then proposed relevant policy roadmaps and strategic tasks.
○ Jeonbuk’s workforce cultivation policy roadmaps involve locally driven, demand-centric, and sustainable initiatives, and the six major strategic tasks are as follows: 1) formulation of a master plan for nurturing talent in Jeonbuk, 2) establishment and operation of a regional industry–academia collaboration community, 3) expanded operation of industry specific human resource development committees, 4) launch of Jeonbuk quick start, 5) field training advancement, and 6) creation of regional talent cultivation funds.
